Effie is associated with the capital because of the extreme contrast to the people in district 12 in her costuming. Her extravagant apparel implies that she and the capital holds more wealth than the people in district 12. This shows the struggle of economic division in a society. This is a fear often associated when there is an overly controlling government because the government will unfairly distribute the money. Along with the societal issue of extreme economic divide, the overly controlling government tends to restricts people’s rights both directly and indirectly. In this case, the government directly restricts the people’s rights to all the money they have earned which indirectly restricts the people from living in luxury.
