Observation 6: There is a monochromatic, neutral theme of color of the people of district 12.

Observation 7: Effie’s costuming is very ostentatious.

Implication 1: There is a difference between her and the people of district 12.  

Implication 2: She is wealthier than the people in district 12.

Implication 3: It shows she associates with the capital

Implication 4: She represents a economic divide between the population and the capital

Implication 5: Because her costuming looks unrealistic, it can be implied that she has a fake persona in front of the crowd.

Implication 6: However, her costuming can imply that she is a loud, flamboyant person

Implication 7: Because her clothing is unique, she has more of an opportunity than the people to express herself as an individual.

Implication 8: In contrast, her clothing looks like it restrains her, which can imply that since her clothing associates her with the government, the government controls her to an extent.

Implication 9: The people dressed poorly aren’t as directly controlled by the government.

Implication 10: The people of district 12 have less of an opportunity to dress as they choose.

4. Conclusion:

Effie is associated with the capital because of the extreme contrast to the people in district 12 in her costuming. Her extravagant apparel implies that she and the capital holds more wealth than the people in district 12. This shows the struggle of economic division in a society. This is a fear often associated when there is an overly controlling government because the government will unfairly distribute the money. Along with the societal issue of extreme economic divide, the overly controlling government tends to restricts people’s rights both directly and indirectly. In this case, the government directly restricts the people’s rights to all the money they have earned which indirectly restricts the people from living in luxury.
